I am having more than 400 Campaigns with ₹2 Cr Monthly Budget, I lost my Search Imp. Share from 90% to 10%, and CTR from 25% to 10%, these matrics were going down drastically.
It was very difficult to know which campaign should be optimized because the number of campaigns is huge. I took various steps to get my lost SIS and CTR, but I failed and failed for up to 3 weeks, with no hope. but finally, I used the below metrics and made the below rules on the campaign level. After applying the below rules for Campaign Level Optimization in Google Ads, I finally got my SIS and CTR back to normal.

Ad rotation: Set ad rotation to optimize to get the most conversions. Google Ads will show the ads that are performing the best more frequently.
Use ad extensions: Ad extensions can increase the visibility and relevance of your ads, resulting in higher click-through rates.
Monitor your campaign performance: Regularly monitor your campaign performance and adjust your bids and ad targeting as needed to achieve your desired results.
